For 34 years, Dennis J. Toner directed policy, public and political affairs on the staff of then-Senator and now -Vice President Joseph Biden, Jr., and served as his deputy chief of staff from 1995 to 2005. Following his career on the staff in the United States Senate, Governor Toner launched a private practice, Horizon Advisors, which provides guidance and strategic planning to private clients and nonprofit organizations. Horizon Advisors also maintains a professional resource network intended to advise and promote dialogue among the public, private and nonprofit sectors.
Dennis J. Toner was appointed a governor of the U.S. Postal Service by President Barack Obama on September 17, 2010, for a term that expired on December 8, 2012, serving a statutorily permitted one-year holdover. Dennis J. Toner served as Chair of the Governance, Regulatory, and Strategic Planning Committee, and a member of the Audit and Finance Committee and the Operations Subcommittee of the Audit and Finance Committee.
Dennis J. Toner is a graduate of the University of Delaware and lives in Rehoboth Beach, Delaware, with his wife of 32 years, Ann Toner. The Toners have three children, Sara, Matthew and Paul.
Shawn is a co-founder Fundamental Interactions, Inc. (FI), a self-funded technology ﬁrm located in New York, NY, which designs high-performance multi-asset trading appliance products. The Fundamental Interactions Neutron product suite was developed to bring together a core set of low latency business functions for interoperability, speed, and regulatory compliance. Included in this suite are such functions and services as market data, pre-trade risk controls, algorithmic routing and order crossing. Shawn co-authored the original FI business plan and manages the company’s strategic business direction and day to day operations including its sales and marketing eﬀort. Currently, FI has a client list of over 30 ﬁrms, representing a traded volume utilizing the system which exceeds more than 5% of the daily exchange-traded equities and options volume.
Before founding FI, Shawn was the Head of Product and Strategy (Vice President & Cofounder) of Mantera, Inc. He was recruited by MDV (Mohr Davidow Ventures) to develop the initial business plan and to build a trading application that would utilize the recently funded Mantara which had developed a high speed, low latency middleware. Shawn wrote the initial Mantera business plan, functional requirements, and business architecture for a High-Frequency Trading (HFT) global multi-asset multi-broker, high-speed ticker plant and algorithmic order gateway with a real-time pre-trade risk module for sponsor access controls. This system included a fully functional front-end for trading and monitoring. Shawn helped to recruit the company’s senior management, establish oﬃce space and data center facilities. The four core asset types addressed by this system were: equities, options, futures, and FX.
As Senior Vice President, DMA/EMS Product Manager at Sungard Trading Systems he designed the User Interface and business logic including smart-routing, synthetic and algorithmic orders logic, compliance, and system architecture as it pertained to the FIX Gateway and Software Developers Kit used by external trading systems for integration with the EMS product. Shawn managed the EMS products, growing revenue from $2.0m in 2003 to $20m in 2006. He led the sales eﬀort to acquire new beta clients, whose base consisted of JP Morgan, Bear Sterns, CIBC and Wachovia.
Before Sungard, Shawn worked as a Product Manager at BRUT ECN, as a Senior Product Analyst at OptiMark Technologies, as a Market Maker at Prudential Securities and as a Head Trader at Fiduciary Trust Company International.
Shawn holds a B.S. from the Ohio State University, an M.A. In Economics from Montclair State University and a B.S. In Information Technology from the University of Massachusetts. He is a member of FPL, FIF, and STANY and served in the United States Army Reserve.

He has raised over $500 million to develop and build strategic companies and business lines that are innovative and sector leading. He recently became Managing Director of the Transform Group. Prior to Transform, he was CEO of Equities.com, the world’s largest middle-market and emerging growth company content publisher. Enzo was Managing Director for the NASDAQ stock exchange, where he co-founded NASDAQ Global Corporate Solutions Group. He holds an MBA from Cornell University.
Prior to David co-founding Y2X, David Shuler was from 2015-2018 at Paxos/itBit, a startup financial services technology and trust company focused on cryptocurrency trading and developing practical uses for the Blockchain. He was Managing Director, Alliance and Venture Management of CME Group Inc. Before joining CME Group, Mr. Shuler served as Senior Vice President and Chief of Staff for NYSE during the company’s transition to a public company. Mr. Shuler previously held leadership roles at Goldman Sachs & Co. in New York and Japan, and he spent over a decade as a diplomat in the U.S. State Department, including postings in Osaka, Japan, Thessaloniki, Greece, and Washington, DC.
